Hdd Capacity

I just purchased a 360 core system and a hdd.  The packaging on the hdd says it's 20 gigs, but when I look at the info on the hdd on the xbox menu it says capacity 13 gigs and free space 12 gigs.  And this was b4 I ever loaded a game.  All I did was input my gamertag and set the time.  Are these hdd's partitioned and need to be formated?  Or is this normal?

Sorry if this is a redundant question, but I could'nt find anything on a search.

Part of it has to do with how HDD makers calculate space versus how the machine calculates space...same goes for PC's.  My "120GB" HDD actually only has 111GB.
Also, some space is lost in the Backward Compatability emulation.  If I remember right, ~5GB is used to play Xbox games.
Lastly, you have a lot of shit on the HDD, like Hi-Def video content, music, etc.
