Ring Of Red Light!

My 360 is US.  I have contacts over there and shipped a couple over to sell.

I set up mine, no problem.  Tried a game perfect dark and played ok then went off.  Now 360 turns off after a few seconds and the ring of light flashes red.  Only 3 quadrants of the 4 though.  I have tried other units I have and same thing happens.

I have fitted a step down converter to the plug to alter the voltage from 220v to 120 and the power pack light is amber.

Any ideas?
