Devs of course have to be able to load unsigned code, but hardware will deffinitly be secured and it should be the same as final product, (like the Xbox1 dev kits).

The Dev Beta Kits hardware is suppose to be the same hardware as the final product, in Xbox1 the only differance was debug-BIOS, debug-DASH and more memory.
Again, hardware of both the Beta Dev Kits (and also the final Xbox360 Dev Kits) should be the same as the consumer-retail Xbox 360, should only differ in BIOS/SW.
So hacking the Xbox 360 Dev Kits (Beta or not) should at the very least give the modchip-manufacturers and freelance hardware-hackers a good head start
