Interesting idea.
You might have luck putting it ontop of one of the heat syncs or something like that.
The cooling area looks to be pretty small.

The only thing is there is no real way to tell if it is doing anything if you arent having over heating problems

That's called a peltior cooler. One side gets cold, the other side gets hot. Wouldn't solver the cooling problem, since there'd still be hot air coming off the hot side of the plate.

that thing is a beast. You would need to insulate the hell out of the motherboard so it wouldnt create condinsation. Plus you would need water cooling just to keep the hot side of the thing cool. If seen those things get so cold before they turn into a block of ice when in water. It would be so much work it wouldnt be worth it. Just go with water cooling if you are that worried about heat.
