Anybody Have Intermitten Slower Burn Rates With A Sata Dvd-rw?

So I just switched over to a Pioneer DVR-216DBK SATA DVD-RW burner. I'm burning a game at 4x and the write rate would fall to about 1x for a few seconds and go back up to 4x. When I was using my Pioneer 115DBK IDE I never had this problem except when it would hit 50% and change layers. Is this normal?
