the lockability of teh drive is a built in thing. it doesnt matter what bios you have and all that. your best bet is to buy any drive (120gb+) and run that. if it turns out that it isnt loackable, when you get xbox live, just get another drive.
most drives are lockable, so its not somethign to be paranoid about.

A new xbox or a new dvd drive.

Check ebay.  Get a samsung drive and try to get an original xbox sammy and not one of the modified ones.  You might have better luck buying a new or refurbed box and hacking it for parts.

Dont just buy anything from ebay because it says samsung.  There are drives that you have to physically modify and flash to be able to play original xbox games.

For the sake of ease you want to get an original xbox hard drive.  You should really read up on this issue before you jump to purchase a new dvd drive.

Either one is fine... Actually, I think the western digital is the best deal and it is bigger...10 dollars more gets you 50 gigs!  However I believe the one deal is a rebate the other is just savings.

Through outpost ... when I got mine at least... there is a form you fill out.

I actually got email confirmation from seagate the other day that they were processing my rebate.  As long as it is a reputable retailer I think you are ok.

Bad experience with the Hitachi/IBM, and the other ones I think are over priced for the technology.

This one looks decent... not sure if it is lockable though.. Outpost Maxtor

and this

Outpost Seagate

that is lockable.
I'm using it now.

I also had a 250 Maxtor that was lockable.

You got three main choices:

Xecutor 3 (X3)
Xenium ICE
SmartXX

there are others that have been around for a while and still work for basics, but those three are the latest and probably best.

Now which is better than which, is probably debateable.

I own a XeniumICE and I love it. No ugly external dip switches and stuff. Its all software. It does come w/ an external LED status indicator, but I mounted that in the box and drilled a small hole for the light to come out.

I've noticed a price drop in the SmartXX and ICE since X3 came out.
Otherones are the old Xecutor 2.6 pro etc . They all still work and everything.

Anyway, just look at the features of each and see what you would want.

Where?
I ordered mine from xtreme-mods.com I think it was.
or extreme-mods.com something ot that effect.

On Xbox-Scene.com just look at the stores on the front page or in another section. At least with those sites odds are they're legit.

I have an X2.3b Pro.
Depending on how comfortable you are with the whole "modding" thing, you might want to try and find an older chip like the 2.3.  Reason being, if you are not comfortable with flashing and all of that, the 2.3 has been around a little while and there are released bioses that are very stable and are not buggy at all.  The newer chips like the x3, seem to have some bugs that are being worked out still.  While that chip has much more functionality and features, if you just want to back up games and play some emulators, a 2.3 will be fine.

i just bought a samsung 160 gig from microcenter for 70.00$ it locked as well, been playing live for over a week now with no troubles, just put in the new drive right out of the box, make your self an evox format HDD boot disk, all you need to do is change the evox.ini file a lil and leave the rest alone, there a few other things you have to do first as make a backup of your c & e drives and make a back up of your eepron to add to the bootdisk as well there plenty of tuts around, but i read the tuts did exactly what they said and all went well on the first try

the easiest way to set up a new hdd if you are modding your box is to install your modchip first, then put the hdd in and boot to either firefuc%ers or slayer's install disk from dvd and it pretty much sets the hdd up by itself.  i don't think there's much point in installing a bigger hdd in a non-modded xbox, without a different bios you can't backup games, etc(unless you can do it with a exploit, but that's not really a noob thing anyways) finally, for those of you who want to just run unsigned code (backups, homebrew apps, games) and don't need all the features, cheapmods like the NEWER alladins (such as the XT) have worked good for me there's also a new chip called the clevermod, based on a alladin, either of these are reliable and you save 30-50 bucks by giving up a couple features (most cheapmods are $15 or less)

hope this helps you guys

Yea he will do all those features for me with the flashing or whatever he does. He said I would only need a chip if I wanted to go on x-box live and Id have to install it with my new hdd and bios and what not otherwise I cant go back
