That has to be for going the OPPOSITE way (DVI signal ouput to VGA input). It can't be VGA output to DVI input because the VGA signal is only analog. It works the other way because DVI output ports contain both the digital and analog signal for use with standard VGA monitor. That's why video cards with DVI outputs come with that cheap adapter for use with a standard VGA monitor. This cable won't accomplish what you want.
dont forget that there is DVI-D (digital) (the one your thinking of) and DVI-I witch is a hybrid of digital and analog
thre are 4 little pins added for DVI-I for RGB
