simple explanation:
540 and 1080 refer to the number of lines drawn on the screen
"p" as in progressive scan means the lines are drawn in order 1 to 540
"i" as in interlaced draws every other line first 1,3,5etc..) then draws in the othe other lines (2,4,6etc..)
so progessive scan doesn't refer to the number of lines but the way in which they are drawn
so to answer your question, no 540p is not equal to 1080i, and it's not consider Hi Def
