Blocky Colour

is that supposed to happen on the backgrounds in the Dash (they get blocky, like the transition's aren't smooth...at least it seems that way)? It just looks like it does that...and it does the same on the xbox360 startup screen. I don't think it's my LCD tv, but i didn't notice it before, however that's not the case when i use the monitor as a second monitor.

any ideas?
