There is nothing to control SCART on the 360 side, those settings will be in the TV menu. If your TV does not autoselect RGB, then see if you can manually set it to 'on' in the TV's menu.

Another thing to be aware of is that if your TV has more than one SCART input, its common for not all of them to support RGB. Make sure you are using an input that does. Otherwise, its probably defective cable.
