If your tv has a DVI or D-Sub port then yes you just run the output of your video card to the tv.

And for the other part of your question, if I'm understanding you correctly, I'm sure they have a switch you can use to flip between the tv and your monitor.

Either get a video card with dual monitor support, or look for a monitor switch box.
