Mine was on the guy that first comes out to talk. It probably isn't on any of the guys if you are not sufficient level, I can't see the game giving a 22000 gp item to a 3rd level character.

i got the mundane ring near the end of the main quest. u can kill ruma or raven in mankar's paradise ( not sure which) they have the mundane ring.
