Always Get Chased When Wearing The Gray Fox Cowl

Get a minor fine, like shoplifting.  Then go to your thieves guild doyen wearing the Gray Cowl of Nocturnal and then pay off your fines, now you can wear it in town without being chased.  Make sure you dont put it on till you are right in front of the doyen then talk to them ASAP and pay your fines and now you can wear it.  If you talk to a guard though you get busted, or if you do something dumb and get caught with it on, you have to resist arrest.
