when I got to I think level 14 or 15, thats all I was confronted with in the dungeons of forts/ruins. regular caves didnt have them though.
also do the grey prince quest, hes in the arena. If youre level is higher, you might encounter 5 vamps like I did. took forever to clear that fort out but was worth it for not only what you nab off them, but the Grey Prince gives you 3 constant effects
another place where vamps were for me was the ruin dungeon up by cloud top in the mountains behind chorrol. If you get on cloud top on look down the mountain from where you came, the ruins will be to your left somewhere, it could be a good hike.
now with being close to level 30, Im seeing mostly rock and fire atronachs, daedra spiders, very strong conjurers, and several brown bears at once. I hope I never see a vamp again in this game, I was getting sick of them.
