DailyGame has posted an Elder Scrolls IV: Oblivion Q&A, asking Bethesda's Pete Hines about the highly anticipated RPG sequel. Hines speaks about the level design, the process of creating a new game from scratch, and the "fast track" transportation system.

if someone can cut and paste the good parts (graphics, gameplay, 360) that would be great and thanks.

GR: A question that is surely in everyone's mind is did Bethesda program the game with a persistent world like Morrowind. In other words, will the game weather, time of day, and climate change? If so, are these changes based on events in the game, are they random, or are they pre-programmed?

PH: The game has a full day/night light cycle. So the sun and moons will rise and set every day and dynamically move across the sky. The weather is region based, so different parts of Cyrodiil will be more likely to have some kinds of weather than others. For example, it snows more in the north. As you travel around you’ll see the weather change from one type to another. It’ll be partly cloudy, then some clouds will roll in, then it’s drizzling, then you’re caught in a heavy thunderstorm. We use a dual-layered system in Oblivion to more realistically transition between different types of weather and to better model the way clouds move in the sky.
