Rock Band 1 Dlc For Rock Band 2

I have RB2 DLC working fine for Rock Band 2 on my jtagged 360, but cannot get RB1 DLC to work with it.
It doesnt show up in the song list.

Ive read that I maybe need the RB license to enable it to work, is that right?

Ive searched high and low but cant find it anywhere.

Any help greatly appreciated!
