I'd say it goes free when the new content is about to be released, so keep an ear out for details on any new content.

The Legendary Map Pack will be available for download on April 15.

The Heroic Map Pack will be free on March 25.

If you didn't want to wait why didn't you buy it when it was released? You get what you pay for so since your not paying you should really be getting nothing. Bungie is being more than generous. Next 3 months you will probably be asking when Legendary pack is free too (just a thought)!

Hah worth it? All my friends bar one have the heroic maps and all of them said they only play forge on foundry now... that said... i only really want them now anyways... march 25? but well.. thats today? Well in it is the 25th in Aus. right now... hmm i will go check right now.

Yes, that is true, but that's not to say that they won't EVER be free. Bungie's exact words were "we are not currently aware of any plans to make these maps available for free."

If you recall, they said the same thing about the Heroic Map Pack.

By doing this, they have the freedom to either keep charging for the maps or make them free, without being obligated to do one or the other.
