are you staying at the terminal/reading till the end? you have to read it all not just find them and exit..

TO UNLOCK A TERMINAL:

After "activating" it, you must stay and wait until the screen flashes red as if to say "intruder alert." You'll see an animation. When the animation finishes and more text appears, you can exit.

The eighth terminal is just an eighth terminal and has no known specialties.

There is a hidden terminal in the Cortona section of the game.  When you enter the "round" control room where you find the "tilt" skull.  Go to the lower room you'll see one of those Brute "hammers" leaning agaist a consule that is a terminal.  You'll have to stand infront of it, it doesn't look like the other terminals all you get is one of those "Flash" messages from Cortona.
