I haven't tried in Halo 3 yet, still in the campaign.  But in Halo 2 you were able to have people play with you in unranked matches.  I think Halo 3 calls them "social" matches.

Just have your friends log in as guests and you will be able to have up to four players on one console. You have to be in unranked matches as they do not allow gusts on ranked.
