Graphics shouldn't have anything to do with the "netcode" (I like that word... I'm going to overly use it in this reply) because the graphics are all rendered per console... not rendered from 1 and sent to everyone... The netcode is just data... switches... ons and offs... the netcode tells each player what the game is doing... more or less your save film is a saved version of the netcode because it uses the games engine to render the movie...
it's true that the graphics are all rendered per console, but that mainly has to do with static/still objects within the game. while the building your entering isnt eating up massive amounts of bandwith, the characters running around it, the bullets flying, grenades exploding, items dropped, flags stolen, etc all effect bandwith. when i throw a grenade, you have to be able to see where it's going, this eats up bandwith.
while it's true that games like CoD2 and GoW keep their visual quality from the SP in the MP, they both only offer 8 player limits. even with these low player counts, both games can still experience lag (depending on who's hosting), now can you imagine how much lag would flood those games if there was twice the amount of characters (and thus data) flowing through the pipes?
Lost Planet, GRAW 1, GRAW 2, Rainbowsix, PDZ, CoD3, etc have all had their graphics toned down for the MP version. Redstorm explained it once pretty well when they were asked why the MP mode in GRAW1 doesnt look nearly as good as the SP. a good developer will pick smooth gameplay over a pretty face any day. with that said, i think the halo 3 beta looks better then all of those games i just listed above, that says something for an unfinished game IMHO
as for the other issues some may have with the game, it's been pretty smooth for me, only one game lagged at all and the rest was great. any issues should be expected since this is a beta and finding problems would be the main point of this beta test.
