No.  Halo 3 will be another FPS.  Halo Wars is a Real Time Strategy.

Halo Wars is the brought to you by Ensemble Studios and Microsoft game Studios. Its a shame bungie isn't working on it, Halo was originally going to be a real-time strategy game too!
