No the cover art has not been released, these are all just place holders instead of the lame "no image available."

i would imagine that the 1st picture of the chief with his gun on his shoulder isn't going to be it, It is ded. going to be somethign more epic.  Something with the covenant in the backround and his with some chief-like body language

Having worked for gamestop in the marketing department, let me fill you in.  Whenever a game does not have an actual cover released, the marketing department at gamestop/eb will create whats called a mock up cover.  The mock up cover is so that stores can start promoting pre-sales of the title.  Often times stores will become flooding with the mock up cover art.  Since the only media artwork released so far has been a few trailers and a few multiplayer stills gamestop will most likely use these to create box mock ups.  However I would not be suprised if the collectors and legendary edition were similiar to what gamestop has created.  A simple halo 3 logo on a tin box with "legendary" or "Collectors" underneath it.
