While there are areas that speak English the US has the highest concentration, and it's exceedingly more expensive to setup test servers out of country.
I'm sure if Rare were to do another large scale game that requires Beta testing the beta would be held in the UK.
Sorry, I dont feel the least bit sorry for the rest of the world. Places like Asia, Europe, and South Africa get a lot more cool stuff first. Things like mp3 players, cellphones, and a lot of cool new tech stuff. While you guys are paying 50 Euros for a brand new kick ass cell phone, I will have to pay 400USD for the same one or wait 6 months to a year.
