Theyve only had the final hardware for four months. I'd rather they spend a good 6 to 12 months just making it look extra good. If it really is "ready to go" then it cannot be more than Halo2 with sharper textures and better framerates, which wont look next-gen.

With games like Gears of War coming out, the par will be raised even higher. It will be interesting to see what bungie can do to combat such devastating next-gen engines.

they own the team and the hardware but that doesnt mean they can magically make the hardware complete before it really is.

as for the rumor, its old news. that has gone around a while ago and is nothing new. bungie doesnt seem to want to start the project too soon as they are working on another non-halo title. i doubt that MS would want to risk anything and just rush the project out. it wont be out this year or anytime soon so forget about it.
