I believe you have go get 5 orcish axes, I cant remember off the top of my head.
Press X and check the quests (or mission, cant remember) and check out your quests, it will give you info on what you need to do.
Also, theres tons of strategy guides online for FFXI (its been around for like 3 years now)

To give items to NPCs you must select them, then press X to bring up the menu, and select trade. Then give them your item.
