A few games are region free like do2 and doa4 and thus the ntsc version will work on a pal machine

Just because something is Region Free doesn't mean you can use it on another TV, right? I thought PAL games had to be played on a PAL TV. I'm not 100% sure, not even 75%, but I thought it had something to do with the frequency. I would check on that more.

All PAL tvs since the introduction of EURO AV (scart) and RGB handle 60hz as long as you USE rgb scart cable and your TV is not a low-end piece of crap. I have a 28" CRT from the year 1987 that supports RGB and PAL60 but not s-video (which is newer yet crappier signal).

It's the NTSC tubes that do not support PAL50 most of the time, so NTSC users cannot view PAL movies or PAL games running at their proposed frequenzy.

yes to what he said ^

plus Standard PAL tv has more lines then NTSC so it can display easily. and some PAL tvs you don't even need RGB scart, as they can handle NTSC colour too.
