Black Ops Offline Title Updates Not Working

My buddy's kid has a banned xbox and wants to be able to do combat training on it. As far as I know, any of the title updates turn on combat training. I copied my tu00...3 (title update 8) from my jtag onto his hard drive, once in 00000.../41560855/000B0000 and when that didnt work, I copied into hdd1:/cache (no other dir)

Am I doing something wrong here? I've been cruising google and havent found anything else to try yet.
is a silver or gold account needed?

I've tried mutiple TU's from TU4 to TU8, region matches.

Try putting it into his profile folder instead of the 000000... folder.
