There are a few ways they could work this...put the English voices on the US release, the Japanese voices on the Japanese release, then don't region lock the game. Those that really want the other voices could always import it.
What about the text? The Japanese version will be on shelves before it's translated, more than likely, so importing the japanese version would force you to have Japanese text, as well.
Personally, I'm all for keeping the Japanese voices. I've always been somewhat of an anime fan, so I usually prefer subs + original voices.
As someone else pointed out earlier, the biggest reason for Japanese voices is that voice talent usually sucks when it comes to American [versions of] games (What happened to you, Working Designes?).
Perhaps it has something to do with most of our good actors fetching such a high price, that the only talent they can afford is the talentless kind. Of course, bad translating/localizing can kill a script as well, but usually the biggest problem with NA voices is that everyone's so bland, emotionless, and sound nowhere near how they look. Kinda makes you think the programmers themselves are also the VA team...
