It is region locked. Most developers here in U.S. have more freedom to develop games as they want them. Japan however has laws mandating that video games, movies, among other related media be region coded.

I cannot find a link with the info regarding the japanese laws, but I had read it somewhere once before. Most of the games that get developed exclusively over there are region encoded, until the developer decides they want to localize a title elsewhere. That of course wont change the japanese counterpart, but there is the possibility that the localized version of w/e title may be made region free. It's not a guarantee that will always be the case, but it could happen.
So for now it seems you're stuck with 2 options....And a potential third which i'll get to, but the 2 main options you have right now are. Option 1: Waiting for a localization of Raiden IV to wherever you live...Or....Option 2: Buying a japanese xbox 360 system. The third potential option all depends on how old your current 360 is and what kind of updates you put on it. As you're probably aware the updates from this year have disabled basically everything that's been done so far, except chips for backups. Downgrading, timing attack, among others....Out the window. Now if your 360 is say 1 1/2 to 2 years old with an older kernel version then you could downgrade and time attack the system to an exploitable kernel. From there you could dual nand your system, which would install a switch to the back of your console and allow you to change your consoles region to japanese along with U.S. region.
