I am speaking strictly on the 10 Commandments. I, admittedly, do not know enough of "Christian values" to have a proper conversation with you on that subject.

There is no way to know for sure. But, strictly using the 10 Commandments as a compass, "thinking of killing" is not mentioned.
That is my take on why the game and movie ratings work the way they do here. Personally, I believe there should be harsher ratings for violent video games and movies in the States. But, the "moral" people who make those decisions, don't agree with me.
