How are they "modding," may I ask?
Is it a mod or glitch?  I highly doubt it is a mod as game files are signed and modifying them would break this signature rendering them useless, would it not?

from my understanding thats correct. some files such as textures might not require a signature theoretically making it possible to replace walls with transparency, but to allow flying that should require modifying the signed xex file, which isn't possible.
