I'm quite sure you moved your HDD from one xbox to another.  Login live on each game to re-unlock them.  Thats what I did.

you have to know what profile you bought them with. the license for the game locks to the purchasing profile, and the system it was bought on. this means on the system you bought the content with, it will work for all accounts, and on another xbox (say you pulled the harddrive off and put it on another 360), it will only work for the account that purchased the game, and only when your connected to live with the account that purchased the game (not signed into your profile, but actually signed into xbox live)

did you create a new account on your replacement360? its not the name that matters, its the account ID. call 1-800-4-my-xbox, and explain the situation to them. they will usually give you MS points to repurchase everything since they will have a record of you purchasing everything.

after being on the phone with 1-800-4myxbox for over 2.5 hours (kept getting disconnected when they said they were transferring me to the supervisor) i finally got through to someone that actually knew what they were doing and not just writing down my problem and repeating it to me.

they said they could give me the points back for the arcade games i had purchased from MS points that were purchased online with a credit card, but they couldnt replace my bankshot billiards that came with my headset and geo wars which i got with points i purchased from the store. i argued about this for a while since those are still games that i paid for and now am missing, but it didnt get me anywhere. guess its time to email.

shit i have every arcade game so far, if this is the case, im gonna call them up when i get my second 360 and bitch and when they send me all the points back, im just gonna keep em and sign in to live to play all the games, free points is free points, if i have to sign into live to play so be it, i dont care, i may buy a select few over again so i dont have to sign in but other than that, free point heaven

It doesn't cost anything to create a NEW SILVER account.  And that is all you need to input the code that M$ gives you to rebuy your arcade games.
