   </network>
      <smb>
      <hostname>192.168.0.1</hostname>
      <username></username>
      <password></password>
      <domain>workgroup</domain>
      <share>rips</share>
   </smb>

my xbox IP is 192.168.0.10

Does it work from another PC without a username ?
General tips:
use  <xboxip>-</xboxip>, <netmask>-</netmask>, <gateway>-</gateway>
if the network settings of your dash are ok.
Create a user with password on you windows pc and make sure all rights on all tabs are granted ! There're two tabs on windows XP and you need to give all permissions to this user on both.
Use the search (when up  <_< ). There're other threads about it.
