I can explain how I'd do it.  I installed Freestyle 2 on a console and did the following:

1)  Extracted the archive on my computer.
2)  On Xbox, copied the folder to my applications directory (ftp or usb)
3)  Adjusted my dashlaunch launch.ini file to point to the new freestyle default.xex
4)  Upon first starting FSD 2, it will demand where you'd like to save config data; choose hdd1.
5)  Customize fsdconfig.xml which will be in the fsd_data folder.
6)  Once happy with your config, delete your old FSD installation
