No, I don't thing your board is broken. FRaging is common and can useually be sorted easily. check the solder point with the black wire. If you don't have a chip on it then your on board bios chip may  be gone in which case, buy a mod chip to fix it.

Edit - sorry my fault I didn't read your post correctly. It is fraging because you don't have a DVD drive connected. Connect one and it will stop. Sorry about my earlier post.

A new mod chip should sort it, but it could also just be a broken trace or solder splash or a blow capacitor that could be doing it.
Yopu can't really tell untill you try a chip.
Sorry I can't help further.

Did you find a solution to this problem?  Friend of mine gave me his xbox to fix and it has the same problem.. its something to do with the motherboard as I put his MB in my case with all my equipment including Xenium and it still gave the same problem.

I even tried the 12v fan mod and replacing the cheap heatsink gunk with proper compound.

His xbox is Tsop flashed

A frag plain and simple...

It means that the motherboard is unable to load a bios.  The most common reason is a broken d0 trace. Inspect the trace on both the top and bottom of the board.

There are a lot of other things that can cause the bios to not load. the easiest is a broken trace or solder splash. The worst case senario is a fried MCPX chip.

I would also look and see if someone soldered the jumpers to do a TSOP flash. If sombody screwed up a flash, you will get the same problem.

You DO NOT have to have a dvd drive or harddrive pluged in for the board to boot.
