Seems to me that someone attempted to Jtag the board and use the alternative FT1U2 spot.

To me is seems the wire is in the wrong place and is also bridging two points?

I would desolder the wire and solder again to this spot.

Best to desolder the wire, Shorten it to around 1-2mm of exposed wire and re-solder it to the same point

I don't think that resoldering to that pad would work - it looks like the trace to both alternate points has been ripped up - think you need to have a look at that trace, get a fibreglass pen, expose some copper, and solder to the trace where it still exists...

You are right, I resolved this issue soldering the wire a little bit ahead.

I made some scratches on trace with a glass fiber pen and it worked flaweless!
