From what i understand the hack.bin that is loaded first contains Xell, which in turn tells the cygnosv2 to switch NANDs which boots the 8xxx kernal.
However alongside the Xell payload (in hack.bin) is the new freeBoot hack which involves something called virtual fuses.
To say the new dash boots without fuses being blown is (as far as i can tell) is correct, as the check is being performed against the virtual fuses as apposed to the physical fuses.
This isn't to say the new dash has been (can be) modified to boot without fuses, its just that the fuse check is virtual as apposed too physical.
