Help In Windows Vista And Making A Usb Boot Drive

kinda new to all this but I am familar with modding just the ps2 stuff but anyways I followed the directions to make a usb boot device I used files from a windows 98 cd but here is the problem I use the hp tool to do all of this in fat system and its says its all good so I wanted to test it to see if it would boot dos with out plugging anything in yet.I also disabled my hdd and changed my boot order but it will not boot the drive I have a newer comp vista home preminum nforce mobo does it just boot to dos when the 360 drive is plugged in or what please need some advice best way to do this in vista.

nervermind this post found some info in here about someone with the same problem tryed to delete this post seems i cant,but if you have any info let me know
