I've tried Hugo. XPCE, and something like mefnamx or something like that.

The one that comes closest to working is the mefnamx one.  It loads up the cue for the game, but then I get a "Load Error" whenever I press the run button.

The actual files I downloaded are a CCD, a CUE file and an IMG file.  Every time I try to burn it to a disc, I get a coaster with 0k on the disc.  Anybody have any advice for me?  I'm dying to play this game.

You shouldn't be downloading games.  If you are, we don't want to hear about it and certainly don't want you asking for help with it.
