i don't think its an open source emulator

and if its not open source then no one can port it over

not unless im wrong, i think i've only seen one 7800 emulator

and it says most 2600 and 7800 titles work well

Yes, but since there is source for an atari 7800 emulator it could be potentially ported to the xbox

it is a dos based atari 7800 emulator so maybe it could be run on the xbox using one of the x86 pc emulators.

a few months ago someone said they might try port mess which does 7800 and a few others but i haven't heard anything about since

Yeah, still waiting for someone to do this. The 7800 is basically a pumped up 2600 and it has some pretty decent arcade translations for it.
