Well, I can think of three reasons:
1. The hack we did, was merely a 'proof of concept'. In its current form it is VERY easy to detect and 'defeat' by MS with a kernel patch. So maybe they want to create a hack that is a bit more difficult to detect and this will take quite some work. Why ? Because now they have to do the research themselves

There is simply no info availabe on 'optimizing the hack', since nobody did research for it. And research costs time ...
2. The hack needs a very specific ISO, with all security data in it. It is WAY too complicated for somebody who is not into hacking, to rip all needed security data and create such an ISO manually. So I'm guessing they want to release a tool that creates such an ISO for you. This too is quite some work.
3. They said they wanted to release a software flasher for the drive. While this certainly is not THAT hard to code, it will cost them some work (again, no research is available here)
So basically, if you want to release a software flashable hack, that is usable by the 'general public' and not very easy to detect by MS, then this will mean a lot of work. I think you should realize too that TX is NOT going to make a lot of money here. They can't sell the hack itself (since I wouldn't be surprised that 1 day after release it will be downloadable on xbins) and they wont' sell much hardware either. I mean, come on, why would anybody buy a 'power converter' from them when you can just use the power source from the 360 ? Why would anybody use a SATA/PATA converter, while there is now a way to get your drive detected in Linux/windows without a converter ?
So, they're NOT going to make a lot of money here and it IS quite some work (to 'optimize' the hack and write tools for it). So it is also very well possible that it hasn't that much priority for them ... They run a business and obviously their goal is to make money. So, to be honest, I was quite a bit surprised that they stated that they wanted to release a hack in the first place ...
