isn't it possible to hotswap like some of the original softmodding exploits.

Considering the 360 dashboard runs off a flash memory chip....hotswapping is pretty much impossible.  The HD is nothing but a storage device to the 360...it's not needed for normal operation.  What did you hope to accomplish if you could hotswap....the only reason for it on the original was to install the exploit....which doesn't exist.

I took it he meant hot swapping DVD's, original for a backup, following any media authentication check, but your take is probably right.

With the XBOX1, it used to be possible to have two powered up ODDs (Optical Disk Drives), one with an original DVD (say HALO), and one with a 1:1 backup of the original with modified data files.  When the game booted to a "press start to play" point, you could move the ODD connector from the the drive containing the original, to the drive containing the backup.  This is one way people cheated on XBL.
