Xeno360 Chip - Network Problem

I have installed a Xeno360 chip in an ms-28 sammy.   When the network disconnect wire is connected the chip will not switch on.  When the wire is not connected everything work as normal.  I have tried a second chip and it is the same.

Anyone got any ideas that may help me?

Are you sure you are soldering to the right point?  That is the only thing that comes to my mind at the moment, because I have been using a Xeno-360 a long time now (basically since Ive been on these boards) and my Network Off (which I just installed yesterday) works perfect.
