Whats that blue stuff that covers the solder points on the bottom side of the dvd drive and what would be the best way to remove it? Point I

It's basically the same green laquer that's on the rest of the board, but it looks blue because of the copper coloured via underneath.  The best way to remove it would be using a fiberglass pen, and cleaning it with some flux.
