I am having the exact same problem. Since you checked voltage as well, here is an odd question. Mine showed ground on BOTH sides of the resistor closest to the B point (where they show you to ground to signify a samsung drive) Is yours this way as well? My multimiter will beep when there is continuity, this is the only resitor on the chip that does such, is yours the same way?I am certain all my solder points and copy procedure are good so I ordered a new DL burner. I was using a Sony with a lite-on flash. Once it arrives I will post results. Here is my post, but it seems we are in the same boat!

OH, forgot to mention, with the current set up, backups go to the white "into a 360" screen, but original still load right up. Even after the above screen.
Mine would not load any games. How did you get it to load an orginal game even after the "360" screen.
We checked the ground on several points of the board. We checked the continuity from the B post to the GND Post on the chip. I purchased all the equipment specified in the backing up process. I am going to create another backup to test my chip. I am working with the company I purchased my chip from to see if I can exchange the chip.
Another user posted a option of installing a switch as a temp fix. What version of the 360 are you using?
