Try swapping the chips?  Maybe the chip is bad.  Unsoldering the wires from the chip itself shouldn't be too time consuming since you leave all teh wires on the DVD drive.  Or if you can somehow crank up the laser even more try that, since you are considering replacing it anyway.

I swapped NME1.1 chips from B to A, and same problem. Swapped from A to B, and it works. In other words, the chip seems to be OK.


So yeah, I did that. Same thing.

I just finished swapping the lasers (Same model in each SF-HD63) and...no go.

So, its not the media, its not the laser, its not the chip, it may be my soldering, but i've checked it a hundred times...

maybe i'll just flash it.
