JTAG or RGH are your only choices if you want to use homebrew/HDD loading backups and your dash version will determine which of those hacks is possible. If your console is fairly up-to-date then RGH is your only choice, and having the most recent dash (14719) will require RGH 2.0.
A clever fellow could build all the necessary pieces for around $30.

Left-to-right: home-made SPI nand flasher, CPLD programmer, and glitch-chip good for slim/phat and RGH2.0. Roughly $30 in parts/materials and schematics for all are all over this site. This is the minimum needed to perform the hack on any console.
The Nand-X is a programmer which can program both nand and CPLD, read-up on it.
I would think "correctly set-up coolrunner" would mean one that was programmed and installed correctly, and "installed correctly" can be a real bitch on some consoles. Jaspers and slims can be tricky to get decent boot-times on without resorting to all sorts of voodoo.
