Bit the bullet, and tried a connection test on the banned system. As I imagined, still very much banned. Tried playing a couple games quick, and made new saves right after, and as before, null ID in the conflag area and saves still show fine on other consoles. It should be noted though, it's using a new offline profile todo it, as the original live profile was carried over to a new console. Perhaps the conflag only relates to live enabled profiles. I'll have to port another profile over and do some more tests.

Still doesn't explain the first system though, and how console ID tagged saves work fine on other consoles. I can only surmise that Microsoft changed all this functionality a while ago, and it just flew under the radar.
