Guitars Can't Sync To Jtaged Xbox...

My JTAG Xenon had the Guitar Hero: Metallica guitar... and I had the same problem.

I had to boot the console with no controllers plugged in at all AND change the batteries in the damn guitar before I got it to sync with my console. It's worked fine since.
