Year, I bet that I can use google search. But most of these links are useless. I mean I cannot download necessary files - there are no direct links to download. Finally I found Xell files only in two sites - German and Ukraine. And I spent a lot of time for it.
   I dont understand why these files are not pinned on our forum???

In my link it was FIRST result where you can found this file.

And why it is not pinned? Because this is not fully legal and no one here want to risk of disabling whole site.
This is technical site and is only up to you if you are able find files which are "broking" xbox security.
Here you will find only how to do this and if you don't like it, go to another forum, no one is holding you there...

The NAND image for XeLL contains a complete copy of the 45xx dashboard, which is the one with the exploit in it. This is MS's copyrighted material and it's illegal to distribute this. Talking about how to do things is not illegal.
